Too Many Shots on a Paper Target

High Level Explanation

When a marksman fires too many shots on a paper target, the excess shots have to be accounted for and in some cases a penalty applied. For example, firing 11 shots on a 10 bull target.

Too many shots on a target can be due to a number of reasons. It is the Orion user's (stat officer's) responsibility to determine the cause and resolve the issue accordingly. Below are the likely causes of this problem and how to resolve it based on the NRA rulebook.

Relevant Rules

This interpretation is based on the 2025 NRA Sporter and Precision rulebooks.

Excessive Hits:

Section 14.10 (a) Specifies that if a competitor fires more shots on a record bullseye than provided for in the program, he shall not be penalized for the first two (2) occurrences.  For the third (3rd) and all succeeding shots, he shall be penalized by the deduction of two points for each occurrence, starting with the first target in the series/position. The competitor must fire a correspondingly fewer number of shots at the succeeding bullseye in the same match.

Section 14.10 (b) Specifies that If there are more hits on a shooter’s record target than are provided for in the program, and it is impossible to confirm that another shooter(s) fired the shot(s), than corresponding to the number of surplus shots, the hits of highest value shall be nullified. When using AR-5/10 or AR-5/5 targets, the nullified hit will come from the target with the extra shots. when using AR5/1, electronic targets, or rolls of targets, the extra shots at the end of the string will be nullified.

Follow Possibility 1 or 5 below to remedy depending on the number of excessive shots.

External Crossfire

Section 14.10 (d) If a shooter received a confirmed crossfired shot and it’s impossible to determine which shot is his, he will be credited with the value of the highest undetermined shot.

Section 14.7 (a) If a competitor fires a sighting shot on the sighting  target  of another competitor, he shall not be penalized. (b) If a competitor fires a sighting shot on the record target of another shooter, he shall be penalized by deduction of two points from his own score. (c) Any crossfire of a record shot onto another shooter’s target will be scored as a miss (zero).

Follow Possibility 6 below to remedy the external crossfire

Adjudication within Orion

Scopos is providing this rulebook interpretation as a benefit to our customers. We believe the steps outline in this article are correct according to the printed rulebook. However, stat officers shoudl always consult the printed rulebook for verification.

Identify the Cause of the Extra Shot: Caused by Marksmen

The marksman is allowed to fire more shots on a target twice without penalty. Either due to extra shots or internal cross fire. On the third time, the marksman is penalized 2 points for each occurrence.

Possibility 1: Extra Shots

The athlete fired too many shots for the stage, known as an "extra shot."

NOTE: Orion's "Mark as Extra Shot" function does not conform to the NRA rulebook and should not be used, instead the manual steps listed below should be followed.

1.Identify the extra shot.

2.Select the excess shot on the target image. The shot will turn red once selected.

3.Right click and select "Remove Shot"

4.If the marksman had three or more extra shots (including internal cross fires), right click on the target and "Add Penalty." Specify 2 point penalty, referencing rule 14.10.

Possibility 2: Internal Cross Fire from the Adjacent Target

An internal cross fire is when, for example expecting to shoot one shot per bull, the athlete accidentally fires two shots on one aiming bull, but then skips the next aiming bull. Internal cross fires can occur between adjacent targets, for example firing 11 on the left target and 9 on the right.

1.Identify the target with too many shots, and identify the target with too few shots.

2.On the target with too many shots:

1.Identify the shot that is the internal cross fire, this will be the highest value shot on the target.

2.Select the internal cross fire on the target image. The shot will turn red once selected.

3.Right click and select "Mark as Internal Cross-Fire."

4.If the marksman had three or more extra shots (including internal cross fires), right click on the target and "Add Penalty." Specify 2 point penalty, referencing rule 14.10.

3.On the target with too few shots:

1.Correct any unrelated anomalies on this target first.

2.Right click on the target image and select "Ignore Warning Message." This will remove the yellow highlighting from the target list.

Identify the Cause of the Extra Shot: Caused by Sighting Shot

Possibility 3: Sighter Outside the Sighter Ring

Sighter shots fired outside the sighter ring should have been marked by the range officer. These shots do not count against the athlete, and should be removed.

1.Identify the sighter shot outside the scoring ring.

2.Select the sighter shot on the target image. The shot will turn red once selected.

3.Right click and select "Remove shot" (alternatively hold down the shift key and double-click near the center of the sighter shot).

Orion will remove the shot from the match.

Identify the Cause of the Extra Shot: Caused by Another Marksman

Possibility 4: External Cross Fire

An external cross fire is when, an athlete on one firing point fires on a target that is on a different firing point. The marksman firing the external cross fire is assigned a miss for the shot and the marksman who's target received the external cross fire is not penalized.

1.Identify the target with too many shots, receiving the external cross fire. Then identify the target with too few shots from the athlete who fired the external cross fire.

2.On the target with too many shots, receiving the external cross fire:

1.Identify the shot that is the external cross fire. Check your rulebook to know which shot to identify.

2.Select the external cross fire on the target image. The shot will turn red once selected.

3.Right click and select "Remove Shot" (alternatively hold down the shift key and double-click near the center of the phantom shot).

3.On the target with too few shots from the athlete who fired the external cross fire:

1.Correct any unrelated anomalies on this target first.

2.Identify the aiming bull where the athlete should of fired the shot.

3.Right click near the center of the aiming bull and select "Add Shot" and then "Miss Shot" (alternatively hold down the control key and double-click near the center of the aiming bull). Orion will add a Missed Shot.

Identify the Cause of the Extra Shot: Caused by Scoring Error

Possibility 5: Torn Edge or Other Anomalies Gets Identified as a Shot

Torn edges on the target or other anomalies can cause phantom shots. These phantom shots must be removed.

1.Identify the phantom shot.

2.Select the sighter shot on the target image. The shot will turn red once selected.

3.Right click and select "Remove shot" (alternatively hold down the shift key and double-click near the center of the phantom shot).

Orion will remove the shot from the match.

Possibility 6: A Large Shot Hole Gets Identified as Two Shots

Large shot holes can be falsely identified as two shots. To correct this problem visit the FAQ Orion found two shots where this is only a single shot.
